چکیده [English]

This study aims to present a model for the development of sports diplomacy in the Islamic Republic of Iran based on the capabilities of the National Olympic Committee. Given the importance of sports in the international arena and its role in fostering peace and friendship among nations, this research investigates the factors, strategies, and outcomes of developing sports diplomacy in Iran. This research is qualitative and was conducted using a mixed approach method in grounded theory. The study population includes senior managers of the National Olympic Committee and experts in sports management with expertise in sports diplomacy. Data were collected through in-depth and semi-structured interviews with 13 experts, continuing until theoretical saturation was achieved. Data analysis was conducted using open, axial, and selective coding, with the assistance of MAXQDA software (version 2022). The findings reveal that the development of sports diplomacy in Iran consists of 4 main categories, 26 concepts, and 145 indicators. The main categories include improving national conditions, strengthening international relations, setting goals and policies, and utilizing the country's sports capacities. Strategies for developing sports diplomacy encompass infrastructural and financial strategies, the use of communication tools, and managerial strategies. The outcomes of developing sports diplomacy include the growth of sports and sports infrastructure in the country, as well as positive national and international impacts. The results of this study indicate that sports diplomacy can serve as an effective tool for fostering cultural and social relations between countries, enhancing cultural and national identity
